It is very common for your scapula to be frozen in place after paralysis, you can break that with exercises

Ask your shoulder to push your arm around after it is already set out straight.

When you have much more movement, you need to try to get that scapula sliding

Once your shoulder is strong enough, you can do push ups with the golden gate brace on. Start with as few as you can handle and build up over time.
